We, Russians living abroad and sharing democratic values and principles, strongly condemn the unprovoked military attack of the Russian Government on independent and sovereign Ukraine. We call on the international community to give the strongest possible response, including harsh sanctions against the aggressor.

We also urge the international community to provide all possible help to Ukraine and its citizens, including safe haven for civilians fleeing the war and its repercussions.
The international community, the countries that have become our new homes, should also not forget about millions of Russian citizens who are against this war.
The international community, the countries that have become our new homes, should also not forget about millions of Russian citizens inside and outside of Russia who are against this war. Currently, Russians engaged in anti-war protest activities in the Russian Federation face very serious persecutions, physical violence and imprisonment. We call on the international community to help people, who are prosecuted for their public anti-war position, to give them the opportunity of fleeing Russia by granting humanitarian visas and the possibility of safe passage. Such assistance is also important for people who condemn the actions of the Russian government, however so far they have remained silent, fearing for their and their families’ lives. In particular, representatives of defense and law enforcement institutions who refuse to execute illegal orders; young men, including those who have already been conscripted to fight the war they do not believe in, should be given an opportunity to escape this lot and find protection in the democratic world.
Russian people are not a monolith, many Russians do not support the Kremlin policies and military invasion of Ukraine. Given the scale and harshness of persecutions against dissidents in Russia, indeed not many are brave enough to voice publicly their dissent. They, however, deserve and strongly need support and protection from the democratic countries. Granting humanitarian visas and enabling them to leave Russia and find a safe place is needed more than ever. Also Russian dissidents already outside the Russian Federation should be given an opportunity to remain in Europe and get international protection in this situation.
Such a gesture would not only be a very concrete, yet also symbolic support to all the democratically oriented Russians, but it would also burst the myth of unanimous support enjoyed by President Putin as well as to give the opportunity to Putin critics to voice their protest from a safer place.
We all speak a lot about a multi-polar and diverse world and solidarity around humanist values. Particularly today, when we are witnessing a group of people starting a war, it is important to take concrete steps to demonstrate that these values are of the greatest priority for us. It is important to demonstrate that we are prepared for complex challenges and equally complex solutions and refuse to call all Russian citizens our enemies. We call for solidarity beyond borders and passports, we call for creating conditions in which every Russian citizen can make their own choice without fearing for their and their families’ lives.
We call on the democratic countries leaders and governments to express their readiness to uphold human rights of Russian citizens and help protect those who decry the criminal regime of Vladimir Putin.
We urge the democratic states parliamentarians to make the necessary legislative decisions in order to enable the protection of Russian citizens from their tyrannical ruler.
We appeal to civil society organizations and initiatives to support and promote our appeal.
